A civic hall organised around one double-height foyer, with a stair that doubles as seating for talks and performances. The stone interior is lit from above so the room changes with the weather.
A civic building has to be useful on a wet Tuesday as well as on opening night. So the foyer is a room in its own right: a wide stair that is also a lecture theatre, a café that spills into it, and a library on the gallery above.
The halls behind are conventional and well-serviced; the money went into the public room and the light that falls into it from a long roof lantern.
